Abia, Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Benue, Borno, Cross-River, Delta, Ebonyi, Edo, Gombe, Imo, Jigawa, Kebbi, Kogi, Kwara, Lagos, Nasarawa, Niger, Ogun, Ondo, Osun, Oyo, Rivers, Sokoto, Taraba, Yobe, Zamfara, and the Federal Capital Territory are among the states with the highest risk of flooding.

On Thursday, Joseph Utsev, the Minister of Water Resources and Sanitation, warned that rising sea levels would cause riverine and coastal flooding in several areas of the nation's South-South geopolitical zone.

Bayelsa, Cross River, Delta, and Rivers are among these states, whilst Akwa-Ibom and Edo are classified as high-risk states for flooding.

This was said by Utsev at the Nigeria Hydrological Services Agency's (NIHSA) public presentation of the 2025 Annual Flood Outlook in Abuja.

Three sections made up the 2025 Annual Flood Outlook (AFO), which addressed the urgent issues of flood disasters and offered information for mitigation, particularly in the most susceptible populations.

According to the minister, flooding is still one of Nigeria's most destructive natural catastrophes, and its frequency and intensity are increasing due to climate change.

He said that 2,187 localities in 293 Local Government Areas (LGAs) are at moderate risk of flooding this year, while 1,249 communities in 176 LGAs spanning 30 states and the Federal Capital Territory are located in high-risk flood zones. Abia, Benue, Lagos, Bayelsa, Rivers, and Jigawa are a few of the major danger locations.


A community-based flood forecasting approach was adopted at this year's AFO to enhance early warning and response systems.

Rather than just broad projections, forecasts are now personalized to specific communities, boosting actionable communication and preparedness at the grassroots level.

The Permanent Secretary of the Ministry of Water Resources and Sanitation, Richard Pheelangwah, in his remarks, asked stakeholders to prioritize early response. "This outlook is about protecting lives and livelihoods, not just about numbers," he stated.

According to NIHSA Director General Umar Mohammed, this year's flood projection now identifies particular localities at danger in addition to mapping LGAs.

"In order to provide policymakers and disaster risk managers with more comprehensive tools, we have broadened our focus to evaluate sectoral impacts on infrastructure, agriculture, health, and education," he said.
